The core difference: mixed together vs scattered on top
A resin bound surface is made by mixing washed, kiln-dried aggregate with a clear resin in a forced-action mixer, then hand-trowelling the blend onto a solid base at a typical depth of 15 to 20 millimetres for a driveway. Every stone is coated in resin, which is why the finished surface is smooth, tightly packed and porous, with thousands of tiny voids between the stones that let rainwater drain straight through.
A resin bonded surface works the other way round. A layer of resin is spread onto the existing base like an adhesive, and loose dry aggregate is scattered over the top before it cures. Only the underside of each stone is stuck down, so the finish is rougher, more like traditional gravel in appearance, and the surface itself is not permeable because the resin layer beneath is solid.
How each one performs on a driveway
For most driveways around Shrewsbury we recommend resin bound. Because the whole depth is bonded together it copes well with cars turning on the spot, resists loose stone, and its permeability means puddles and winter ice patches are far less of a problem. On heavy clay ground, which is common across Shropshire, that drainage matters more than people expect.
Resin bonded has its place too. The coarser texture gives excellent grip, which is why it is often used on slopes, ramps and footpaths. The trade-off is that stones do work loose over time, particularly where tyres scrub, so on a driveway you should expect some shedding and occasional patch repairs.

Planning permission and drainage rules
Since 2008, paving over a front garden with an impermeable surface larger than five square metres needs planning permission unless the water drains to a permeable area. A properly installed resin bound driveway over a permeable base is a SuDS-compliant surface, so it normally avoids the need for a planning application altogether.
Resin bonded does not qualify on its own because the resin layer seals the surface. That does not rule it out, but you would need to direct run-off to a lawn, border or soakaway, or apply for permission. It is worth checking this before accepting a quote, because retrofitting drainage adds cost.
What each option tends to cost
Prices vary with access, the condition of the existing base and the aggregate you choose, but as a rough guide resin bound driveways in the Shrewsbury area typically come in between 60 and 110 pounds per square metre installed.
